This all sounds good to me; no objections here.

If there's any provision for co-ownership, it would be good to have an official backup -- maybe Ray? -- in case Ben comes down sick, or goes on vacation, or just gets overly busy.  Not necessarily someone who'd want to take over supervision long-term, just someone to be "acting owner" while sorting out a more permanent choice.

Yes, I think it's time.  If he occasionally made positive contributions, that might be different -- a shared forum requires some tolerance for other people's eccentricities :-) -- but I can't remember any.

My only suggestion is now the ban hammer is available the threat is perhaps enough? Give warning then when he does it again ban. Feels nicer that way for admins in some respects.

Alternately moderate him? I'd put my hand up to help with moderation but I'm a fairly off topic contributor as it is.
