If the Satellite's Mass, or c.g. undergoes a delta-V of 21 m/s due to the
impact, That is 25% of the way to orbiting the satellite in one orbit.

The fun part is figuring out how to fly straight up and impart 100 m/s or
so delta-V, to clean up LEO debris, a contest.

Any model which refers to "*the* satellite" or "*the* perigee" ceased to
be valid at the moment of the impact.  It's not one object any more...
