Unless they're assuming their intended regional neighbors are stupid, the
same political message could have been inferred by doing something
productive. I suspect the other intended recipients of the message are their
own population but that would be assuming as well.

technology such as maneuvering, servicing concepts, salvage, refueling
etc.
