Apollo was a massive government program too. Successful.

The lunar landing effort is not a counter-example.  Yes, it was
successful, since its ONLY stated goal was to land humans on the moon
and return them safely "before this decade is out."  There was a saying
inside the program that, in the pursuit of that goal, you could waste
anything but time (i.e. wasting money was acceptable).
