There is some hint of possible bipropellant bias in that title, mind.

If memory serves -- the book isn't handy at the moment -- he was actually trying to cover all the bases, despite the title, and was explaining why he wasn't giving any serious discussion of energetic monoprops. (This was at a time when there had recently been considerable enthusiasm for them, which was slowly dissipating as hopes for safe ones faded.)
