It's hard to see how anyone could survive that; the speed of the
explosion is such that the idea of an escape capsule doesn't seem to
apply.

On the other hand, Wikipedia's page on the incident says that the GPS
satellite and payload shroud survived until they hit the ground, so
likely people would have a chance too.  One wouldn't want to rely on
not being hit by shrapnel from the exploding strap-ons, but there
would be a fair probability of it.
