C-The Complete Reference is good. It covers C99 also.

Steele is quite an impressive chap. He has written one of the most
cited books on C (this one). He was the chap to give TeX it's first
boost when he ported Knuth's system to the MIT systems. Along with
Sussman, he created the language Scheme. He wrote what was the
standard definition of Common Lisp. Bill Joy hired him to write the
definition of the Java language. He was the person to start collecting
a 'standard' set of TECO macros, which Stallman then went on to turn
into Emacs. He wrote the original "Hacker's Dictionary", which Eric
Raymond made into the Jargon File. And God only know what else ...
He pretty much had a finger in everything going on in this time ... :)
