Thank you for all the suggestions. I rootcaused the problem to BSNL's
DNS server. Here's the analysis.
Configuration:
. nForce2 ethernet on system connected to UTstar modem
. System configured to DHCP to modem to obtain IP address, gateway, DNS
. UTstar modem configured as PPPoE endpoint, i.e., system is not running
PPPoE
. DNS server address returned in DHCP response is the modem's IP
address, 192.168.1.1
I used Ethereal to monitor traffic on the Ethernet when I connected via
the web browser to www.google.com. Here's the traffic:
1. DNS request for A record for www.google.com from system to DNS server
(UDP port 53) at 192.168.1.1.
2. DNS response from 192.168.1.1 to system. A record shows
www.google.com at 1.0.0.0!
3. TCP SYN connection packet from system to 1.0.0.0 port 80. No
response (this is expected -- there is nothing at 1.0.0.0).
4. TCP SYN repeated.
I switched the DNS server in /etc/resolv.conf to 61.1.128.5
(bgl1dns-a.sancharnet.in) but the problem persisted. I then switched it
to a public DNS server 219.127.89.34 (ns1.shimpinomori.net) (see

http://www.opennic.unrated.net/public_servers.html>) and it worked
perfectly thereafter. The speed is ok -- downstream 330 kb/s, upstream
90 kb/s on Home 1000 -- tested through <
http://www.testmy.net>. It is
below spec.
BSNL's inbound mail server, smma.sancharnet.in, does not work
(arbitrarily bounces mail saying that there is a virus in it when there
isn't any). BSNL's DNS server doesn't work either (returns arbitrary IP
addresses for some domains). In particular, neither server seems to
like google.com or its subdomains. Looks like the raw networking
connection provided by BSNL is ok, any other service should be avoided.
