[1] Start creating small apps which would be useful to you, like a
mini-diary, a blog, a photo album, a contact list, etc.
[2] Run it on your local machine and use it. Try learning more and better
ways to the same and keep your creations evolving.
[3] When you feel you have got enough of exposure, you can start to take
small tasks from people as part-time.
[4] For this, you have to invest in participation and getting to know
people, parallel to your learning process. Join some PHP forums and mailing
list, answer to
queries, listen to what others say, what others are doing.
[5] Improve your communication. Check this list on how people are asking
questions, replying questions, etc.
[6] Participate in LUG meets and other UG meetings, get to know people,
share experiences.
I agree with this.
Also you can start playing around CMS.
Start with joomla then move on to drupal, moodle etc.
