Congratulations! You are the winner! The problem was a security setting in
the Internet Options section of IE10. I never messed around in this area,
because I never thought that it would cause such a problem. When I unchecked
"Enable Protected Mode" I was then able to activate the uncooperative 'save'
button. I then took a look at the "Custom Level" submenu of the Security tab
and found dozens of settings for selecting or deselecting specific security
settings. I suppose that my next task will be to try and determine the
specific setting that was causing the problem. I am not sure that turning
off the entire security system is a good idea. There are a bunch of settings
related to active x, which sound like a promising place to start my
experimentation.  

I really appreciate everyone's help in trying to figure out this problem
that has been causing a lot of frustration in my life for the past 6 months.
I will pass on the results of my effort to isolate the exact security
setting that is causing the problem.

That would mean that firefox has something unblocked therefor able to use
the button. IE has lots of security that firefox doesn't. So I would be
looking in the security tab menu in IE and find what is turned off or
blocked. I do know that a lot of java, java script and active x are
disabled.
