There is a huge difference.

Virtually anyone can receive a terrestrial broadcast if they want to 
provision an antenna that meets minimum reception requirements.

In order to receive cable broadcasts one needs to be connected to a 
wire that contains the RF spectrum. Perhaps the reason that B&C 
differentiates these distribution networks is that a cable system can 
also narrowcast (i.e serve sub-markets via individual trunk 
networks), and even offer services to individuals such as cable 
modems...
