Hmmmmm...

You cannot receive an AM, FM, NTSC or ATSC "broadcast"without an 
appropriate receiver.

These services are there for anyone who wants to invest in a receiver.

This is equally true for any service that uses a broadcast technique 
to deliver a service, even cable and DBS. You just need a receiver 
and a way to connect the RF feed to the receiver.

Apparently some people believe that she ain't a broad if you have to pay her...
