Nitpicking: why use 30 fps as the frame rate (non-existent) instead of
29.97, then compare it to 24.976.  Either its 30/24 or 29.97/23.976.

Only matters less than a mb/sec, but you said 31.1, so its outside of your
stated accuracy.
