The national broadcast networks also own a majority of their affiliates in
major broadcast markets and negotiate retransmission consent/must-carry for
their stations as a group. Fox, at least - and other networks likely do to
some extent, exerts significant controls over distribution by its non owned
affiliates. As far as network programming is concerned, at least, I believe
there is very little "local control"
