And, starting today, all the commercial broadcast stations in the
Washington, DC market are "roadblocking" public service announcements on the
digital transition. (Airing in the same commercial breaks, if not exactly
at the same time, so someone watching ota tv will see the spots.)
This -- or something like it -- can be expected to be extended to other
markets.
I think we should keep in mind that television is concentrated on the "now"
and something even a few weeks in the future is in the "distant future" in
the space.

Good question, Bert, and all I can speculate, because it would really have
to be a station-by-station decision, is that they are too busy trying to
negotiate digital multicast carriage rights to 'rock the boat' in trying to
get people to drop OTA.
PBS for it's part is putting the finishing touches on a very large education
campaign. The only thing that was holding back the launch was the
availability of coupon eligible STBs in the marketplace. That looks to be
on track, so look for a massive education effort coming to a PBS screen near
you.
