I think, without proof, that Craig's explanation for this is on target.

Broadcasters actually prefer for their viewers to be watching all those
multicasts over cable or DBS, rather than OTA. The umbillical service
companies, we have been informed from some broadcasters, actually
threaten to pull ads, or drop the channel, or whatever, if broadcasters
advertize their DTT service. And in addition, broadcasters get
compensation from these service providers, in the form of some amount of
the subscription fee of every subscriber.

So, as Craig puts it, they get "paid twice." Which is why multicast
must-carry is so important, and also why you don't see any effort at
promoting this new medium.

There are two differences with mobile, as far as I can determine. One,
it won't be free. And two, it's not possible to do over cable, and
difficult over DBS, so these distribution companies won't complain.
