No, it is not wasteful to the same degree, because the material is
being watched by many. Big stick is not wasteful when big markets
have to be covered. We already went through all of this many times.

And of course, personal tastes on content have nothing to do with
this discussion. Infomercials might well be watched by more people
than the local yokel PTA meetings or other local content some
people seem to want.

Using the public broadcast spectrum to reach only individual users
is not only wasteful, it ought to be illegal. It might be illegal.
