attached is the actual NMRA at rick person policy pulled from the website. It
shows Legal Guardian and not responsible adult. this policy only applies to
NMRA events and not our other shows, so we did not need a sign for the train
shows, home shows, Thomas days, etc, only events that are NMRA sponsored.

The following are the items I do not agree with on the new KRT policy
item 4 on the procedures shows this "In addition, a Responsible Adult (defined
below) of the child must also sign the sheet next to their child’s name. " this
should be stated as parent or legal guardian at a NMRA sponsored event and
would require the affidavit, I do not want to have to have parent or guardian
sign paper to have the child run.
1. The following rules must be followed at all times:
a. Child must be accompanied by a Responsible Adult at all times -this
should be stated as parent or legal guardian at a NMRA sponsored event.
b. Child must wear the lanyard holding the throttle around their neck at all
times.-this should be stated as parent or legal guardian at a NMRA sponsored
event.
c. The child must have the Responsible Adult’s help if they are not tall
enough to see the trains. -this should be stated as parent or legal guardian at
a NMRA sponsored event.
d. The club member should walk with the child and be on the outside of the
layout with child and Responsible Adult. At no time should the child and
parent be allowed inside the layout.--this should state the club member must
walk with the child, as I stated in my original emails, the member will hand
the control to someone and then go and sit down and not watch what is
happening, this has lead to a lot of derailments and collisions. This has
caused damage to peoples trains and the club does not pay for the repairs for
this happening.
7. Members who are conducting a child and Responsible Adult around the layout
are to give them their full attention and not stop and talk to others until
they are done with the child.this should be stated as parent or legal guardian
at a NMRA sponsored event.
8. Trains should stop at least 24” (inches) behind a stationary train to
prevent collisions and to provide an adequate space to stop train in case child
cannot stop in time.- 2 feet is a long way to stop and try to keep things
moving, we usually have them stop 3 to 6 inches from train ahead of them. If
the member is walking with the child then this should not be an issue.
Note: For NMRA sponsored events, their rules require that the Responsible Adult
must be a Parent (no exceptions). NMRA states must be parent or legal guardian
with a notarized form.

I would like to go on record that I object to the use of "Responsible Adult".
I believe our policy should use "Parent or Legal Guardian". I believe the use
of "Responsible Adult" is too vega and could be problematic.
I also understand some revisions are going to be done on the current proposed
policy, which will mean the revised policy will need to be presented at the
August general membership meeting and voted on at the September membership
meeting. There is no need to rush this as there are on shown on the horizon
for a long time. Let's be sure the majority of our membership is in agreement
with the policy.
