In my experience, organisations of people are more often expressed as
People's Group, the Group of [belonging to] People, as opposed to the
impersonal Weapons List, a List of [consisting of] Weapons.

However, I find the plural possessive form to be more logical than the
singular of the original text, as in...

A quick Google seems to show a divide between British organisations,
using (for instance) Teachers' Union, and American organisations (oops,
organizations ;) using Teachers Union.
