Yes, the S-I (first stage of the Saturn I) was originally the Juno V, a quick-and-dirty ground demo project -- hence existing engines fed by a bundle of existing tanks -- with only vague notions of what upper stages would go on it if/when it flew. In fact there were three different series of concepts for that: the Saturn A variants put existing rockets on top of the S-I, the Saturn B concepts had new upper stages with conventional fuels and existing engines, and the Saturn C series was more advanced concepts. (The Saturn V was originally the Saturn C-5.) A high-level NASA advisory committee eventually sold everyone on liquid-hydrogen upper stages, and the history of the C series got complicated while the A and B series were quietly forgotten.
