Yes indeed, thinking about it that makes sense with all of the added
complications that sea operations involve.
When working (and living) on a Naval barge forTruax's SEALAR project,
funded by NRL, rocket testing was
definitely more challenging than any ground test analog.

They recently sold the two oil rigs they bought a few years ago, saying
they were "not suited" to the job. Gwynne Shotwell said at the time that
offshore platforms are expected to play a part in the longer term, when
launch rates really ramp up, but that some experience with Starship
operations is needed before building launch platforms for it.
