not blocked - it is just that we only have a web browsing proxy

ok, now i get it. its just that, by nature we are suspicious and
attribute motives to anything authority does - which is not a bad
thing. However, in view of the fact that ssh and IRC are essential
tools for FOSS development it could be time for affirmative action
in these spheres. Especially availability of ssh would prevent
people getting into the bad practice of using ftp to maintain
remote sites. Incidently, are M$ chat/IM thingies also blocked (or
rather not provided)
