please dont spout such bullshit on the list. sometimes there are simpler reasons
than evil motives. first off, CONNECT does work (correct me if i am wrong, but
https uses CONNECT?). it is just that we dont use nat but application level
proxying (for mostly historical reasons+). so, actually, neither irc nor cvs is
blocked. in fact, one can argue that actually nothing is blocked* - only, you
need to tunnel whatever you want over http. maybe, it is time to switch from
squid to nat, but this is not the forum for discussing that.

+ nat tools were not commonly available when we first got good connectivity.
* well, most of the proxies do use squidguard, so some urls like
http://www.playboy.com may be blocked.
