please dont spout such bullshit on the list. sometimes there are simpler 
reasons
than evil motives. first off, CONNECT does work (correct me if i am wrong, but
https uses CONNECT?). it is just that we dont use nat but application level
proxying (for mostly historical reasons+). so, actually, neither irc nor cvs 
is
blocked. in fact, one can argue that actually nothing is blocked* - only, you
need to tunnel whatever you want over http. maybe, it is time to switch from
squid to nat, but this is not the forum for discussing that.

Heh. This used to be the case at IITB too. Even the silliest old 286
in the corner used to have a routable IP, since NAT wasn't all that
popular, and the whole system depended on an edge firewall (Cisco
something, IIRC). There was a huge proxy for the whole of campus
(well, minus CSE students and all faculty members), which gave rise to
a lot of "hacks" - those could fill a book. :)

To the OP: Transconnect (http://transconnect.sourceforge.net) sounds
ideal for you. Give it a try. It supports authenticating proxies too.
