Not a howto but a brief scheme:
1. Test you PPP connection. Try to establish a connection every 5 mins
and drop it after a minute.
2. Once this is done, try invoking sendmail -q (dequeuing sendmail smtp
msgs to smarthost) on the ifup of the PPP connection.
3. Modify this to drop the connection once sendmail -q returns success.
4. Add fetchmail pick up to this loop.
5. Schedule this using cron with controls of outgoing queue size and
also check if an earlier instance is running.
