I think John Shutt gave you some good choices. I vote for #1 or #2. The problem could be caused by a strong intermodulation product that one receiver doesn't cancel, or more simply by a strong signal in an adjacent channel, preferably NTSC, that causes the AGC in the receiver to clamp down in the channel you want. If the tuner has less than ideal selectivity, these conditions can easily occur. And they will vary from one receiver to the next. And they can be cured with signal attenuation. As John said, PSIP errors would not be cured with signal attenuation.
