That is correct and these are generally the higher end clients and who spend
big bucks. Once a smaller station becomes more successful in a market and
attempts to go after those clients, the "no news" barricade goes up. Once
you invest in a newscast then, of course, you must gain rating success to
obtain a reasonable share of those clients spot purchases. It takes a
relatively major investment to compete in a mature news market and it takes
awhile to scale that barricade
