Maybe somebody can tell me why local news is mostly associated with local broadcast stations? Is that just a legacy?

It would seem there would be a greater economy of scale if local news was franchised or done by independents and then sold non-exclusively (without ads) to anyone who wanted to broadcast it, including the local broadcasters who were reluctantly forced to carry local news, the local cable companies if they wanted it, and the national or world news networks whenever something of sufficient national interest was happening locally.

Meanwhile, only the bigger stations competing for #1 in ratings would bother to have their own exclusive local news team.

It hardly seems profitable for most smaller stations to spend much competing on local news if they aren't one of the top couple in their area.

Who owns the networks on cable that is producing more new shows (albeit not exactly "24" or "American Idol" in popularity) than the OTA networks. It seems that the cable - production company link is getting stronger as the networks turn to low-cost reality and news programming.

Plus, cable is making inroads into not only the pipe business; but the telephone, Internet, security and in some cases local news business. They are looking to be your one-source entertainment solution.

Google is in the pipe business, slowly and quietly acquiring dark fiber and building out server farms around the USA - making deals for content and advertising pretty much under the radar.
