Oh yeah, that makes a lot of sense. So now we have to create a second transition, since perhaps some of the stations would suddenly change modulation? Tom's right, though. When analog finally shuts off, that will be when the final tweaks will be introduced to make digital work right. Some such tweaks would be to add gap fillers and translators, some would be to increase power (I'm thinking especially for some of the stations going back to VHF), and CE manufacturers may even get an extra incentive to keep improving their receiver designs. As long as broadcasters have the analog fallback, there isn't that same level of urgency.
