The way I read it, a manufacturer could include a digital QAM tuner, but if it is capable of tuning a frequency allocated for OTA broadcast, then it must include an ATSC tuner as well.

That says to me that you can't include an analog NTSC tuner to get the analog tier cable signals, so a QAM-only tuner would be limited in usefulness.
