Hi Philip,
That tends to be the way of the world. Having said that, you can't expect
a commercial company to act as a charity. They are in business to make
money, and you can't do that in a market with as few disabled people as
there is in Ireland.
Some sort of subsidised provision has to be brought in by the state to fund
this sort of thing.

Heaven forbid that profit should get in the way of thousands of visually
impaird and disabled people in general having a service.

Derbhile,
I don't think it's right to say that nobody has their act together WRT the
roll-out of DTT here.
RTE and others have invested quite a bit of time and effort in putting the
infrastructure in place over the past while (upgrading transmitters,
frequency planning, receiver specs etc). Remember that the technology was
being trialled from 2006 - 2008, so it's not as if it's just being looked
into now.
Many small countries, particularly in Eastern Europe are in a similar
situation to ourselves. Check out the following link for more.

The UK are always going to be ahead of us, partly due to their larger
population and hence bigger market. Interestingly, I believe that they are
even ahead of the US when it comes to audio described programming; something
which you might find quite surprising.
But I suppose you do have a point when one considers that the UK have had
DTT since 1998!!
