DTT is not dead. It will go ahead. RTÉ will switch the free to air
public service broadcasts of rte1, rte2, TV3 and TG4 to digital and
switch off analogue. They are too far down the line to pull out now.
They've spent a lot of money and have got a lot of the infrastructure
in place. Whether the analogue switch-off will happen in 2012 as
planned is less clear. Contrary to popular belief, 2012 is not a date
that has been decreed by the European Commission. It has been
voluntarily adopted by most European countries with the encouragement
of the EC. There will be no penalties from the EC for delaying the
switch off. The only fixed date is 2015, which is the date after which
the EC will no longer guarantee non-interference with analogue
signals. Countries carry on with analogue after that date at their own
peril.

OneVision, the consortium that came second in the bidding for the
commercial license, has been offered the license. It is unlikely they
will accept it. Partly because the profit potential for commercial DTT
is unclear and getting less clear all the time, partly because the
three companies involved - eircom, TV3 and Setanta - all have
significant problems of their own right now. If OneVision declines, it
may then be offered to the third placed consortium which, strangely,
includes RTÉ and TV3. But whatever happens, RTÉ will definitely be
switching to digital.
