Derbhile,
I don't think it's right to say that nobody has their act together WRT
the roll-out of DTT here.
RTE and others have invested quite a bit of time and effort in putting
the infrastructure in place over the past while (upgrading transmitters,
frequency planning, receiver specs etc). Remember that the technology
was being trialled from 2006 - 2008, so it's not as if it's just being
looked into now.
Many small countries, particularly in Eastern Europe are in a similar
situation to ourselves. Check out the following link for more.

The UK are always going to be ahead of us, partly due to their larger
population and hence bigger market. Interestingly, I believe that they
are even ahead of the US when it comes to audio described programming;
something which you might find quite surprising.
But I suppose you do have a point when one considers that the UK have
had DTT since 1998!!
