It is markup language -- the two words are not mutually exclusive.
Furthermore, 'language' is used in the loosest sense possible. You may
as well substitute 'text' for it. It is not capable of any form of
logic or retention. If I scrawl a bunch of O's and X's on a rock and
add a full stop, does that make it a language? Perhaps in the caveman
world. But *not* in the computing world. Therein lies the
differentiation. Ask any developer and they will share the same
opinion.
