And, it's patently incorrect.  Their "right" is for a single free service
off their multiplex to be carried by cable.  While this will work for 1999,
it's not the way for success in the future.

MANY broadcasters already have negotiated with cable companies to carry
their entire multiplex.  If I'm not mistaken, CBS has done this with it's
o&o's vis-a-vis Time Warner cable.  I know of one San Diego TV station that
claims to have such an agreement with all cable systems in this market.

If cable thought otherwise, they would be RIGHT NOW acquiring and deploying
assets like helicopters, remote pickup microwave gear, tracking transmit and
receive systems, intercity relays, news staffs, etc, to "finally" slay the
broadcast beast.  They aren't: cable systems can brag about low-budget news
operations in their headquarters cities, paid for by subscriber revenues
from around the country.  And, they aren't profitable.

Zero power seems like it wouldn't qualify, but what you say is
the point I was trying to make.

It makes no sense to say that the DTV transition is "to retain
the status quo." What might make some sense is to say that
*broacasters* are implementing the DTV transition using a
strategy whose sole purpose appears to be to retain their cable
rights. But maybe that doesn't fit in a nice little sound bite.
