I agree fully with what you have written, but few other people will.
They will say this is old fashioned thinking, like what the FCC used to do 
before
the rape, er, revisions of the 1934 communications act .
The curent purpose of the FCC is to do both the things you say it should not.
This is sort of like Fascism, don't you think?
