And maybe this is why broadcasters and their NAB did not raise a bigger stink about the bad results with 8-VSB back in the early days. If retransmission consent (and must carry) didn't exist, it seems undeniable that the OTA broadcasters and their NAB would have been more pro-active about making sure that good hardware for OTA TV be made available to consumers. Whether that means switching over to COFDM or whether that means having those innovations from 2002 and later get in the hands of consumers. Instead of languishing for mysterious reasons in black holes. On the other hand, if the OTA broadcasters' main concern is to get these retranmsission consent agreements in place, the emphasis placed on the OTA plant is bound to be diluted.
