Back in the days of NTSC only, devices of that nature didn't seem to survive, ever. Not monitors, not tunerless VCRs, none of these boxes. Consumers would typically pass on anything that could have used a tuner and didn't have it. I would be surprised if things changed drastically in that regard, just because NTSC goes away. It seems to me that unless consumers are absoluetly NOT given a choice, they would continue to want the front end, now digital. That's one reason why the Samsung STBs sell, apparently. Because they can be used for the free HDTV even on cable systems. It gives consumers some control. It also seems clear to me that for whatever reason, in the US market, were it not for the FCC, the sort of box you describe would be all that is available after analog OTA TV shutoff.
