In 01fftd the random nature of Weaponskill does make sense because you were sent gathering fire wood and are therefore equipped with a battle-axe for chopping wood (?) (which probably is not the weapon you are skilled in fighting with) and when you get back (and are lucky) you find another weapon which you are probably also not skilled in fighting with. OTOH, in 21votm you would naturally choose a weapon you are skilled in fighting with since you are free to choose (almost) any weapon.
