You're need to get sighted assistance to make BIOS changes has nothing
to do with Windows.

Last weekend I gave a presentation at the Portsmouth Linux User Group
about accessibility on Linux.  I took a spare laptop along because I
needed BIOS help, which, believe me, galls me because I flatly refuse to
use a Linux distro I can't install without sighted assistance.

If you have a Mac on which BIOS settings are accessible then that is
likely to be more to do with the machine architecture than the OS.

MS should have included at least a statement of the state of the
accessibility sub-system.  For example...I am curious to know whether
Windows 10 still includes MSAA or has it switched entirely to UIA?
