Staging does happen at higher velocity. The boosters do a roughly
normal first-stage launch with RTLS. The center core throttles back
almost immediately after liftoff and burns longer. After booster
separation, it goes up to full throttle.
I was wondering about that and running out of starter fluid on the core
stage. Wondering if SpaceX shutdown engines to make separation of the side
boosters more benign for the test flight. Relighting engines after
separation and using more starter fluid than planned in doing so, or no
reserve because of limited starter fluid tankage. Throttling core engines
to zero percent thrust (shutting engines down) to reduce loads during maxQ
would shift even more fuel/oxydizer from the side boosters to the core
stage.
