Yeah, a countersunk fastener makes that attack difficult.
With a small burr and considerable care (or an improvised guide -- clamp a flat surface nearby as a fence for the Dremel to slide against?), not to mention considerable patience, you can cut a sloppy-but-usable slot freehand.
For that matter, with a Dremel and a supply of diamond burrs, you can get just about any not-too-deep broken bit out a piece at a time... eventually...
Grinding on the hex bit is a good idea, I just need to dislodge it and a hex driver will handle the rest.
Yes, if you can dislodge it -- grind it, hammer it, maybe put a drop of LN2 on it to make it contract -- that's undoubtedly the quickest thing.
