Have you thought about trying to hit the top of the broken hex piece with a
punch to try to uncock it? Maybe you could drive it far enough into the
head of the bolt that you could get another hex in just far enough to take
the bolt out.

sharp. Fixture it in a mill or drill press and drill a pilot hole for an
extractor or a left hand drill bit. Use coolant or even tapping compound

I had a hex drive socket shear off in a fastener today.
The hex sheared at the top of the fastener, of course, so there is
nothing to grab; it also appears to be cocked in the fastener and so won’t
just fall out.
I’ve tried drilling the broken hex but it’s tool steel....
