Anthony:
It’s in a finished rocket (of course) and my mill table is too small to
mount it.
Hand tools or chemistry I fear.

Basement or shop garage limits? In a pinch, grind a carbide masonry drill
sharp. Fixture it in a mill or drill press and drill a pilot hole for an
extractor or a left hand drill bit. Use coolant or even tapping compound
for all this. There are a lot of other ways but I’m assuming minimums.

I had a hex drive socket shear off in a fastener today.
The hex sheared at the top of the fastener, of course, so there is nothing
to grab; it also appears to be cocked in the fastener and so won’t just
fall out.
I’ve tried drilling the broken hex but it’s tool steel....
