You need to control whatever cutter/grinder you’re going to use. Otherwise it
will just walk off the fastener and damage the part. If you can control a small
high speed burr with a Dremel and get pilot started, then you may be able to
sink a sharpened masonry bit and keep it centered. It’s all about how tightly
you can bite your lip. What is the size of the fastener?

sharp. Fixture it in a mill or drill press and drill a pilot hole for an
extractor or a left hand drill bit. Use coolant or even tapping compound for
all this. There are a lot of other ways but I’m assuming minimums.

I had a hex drive socket shear off in a fastener today.
The hex sheared at the top of the fastener, of course, so there is nothing to
grab; it also appears to be cocked in the fastener and so won’t just fall out.
I’ve tried drilling the broken hex but it’s tool steel....
