If you have the time you can send it out to EDM it out or depending on size
a carbide ball burr held steady in a Dremel can 'grind' a hole in it.
Dremel makes lot of tiny tools including diamond impregnated that can do
some damage.

I had a hex drive socket shear off in a fastener today.

The hex sheared at the top of the fastener, of course, so there is nothing
to grab; it also appears to be cocked in the fastener and so won’t just
fall out.

I’ve tried drilling the broken hex but it’s tool steel....
