Well, I didn't see an actual announcement or press release from Apple itself, but I saw enough articles pointing to the September 12 event with Eddy Cue that makes me confident there's something to it. I also wouldn't be surprised if Apple chooses to name it something other than iTunes 11. Rewrites like these also make me worried when it comes to accessibility. There's a chance that the interface will be simpler, easier to use and pay more attention to accessibility, but I find more often than not, it has a slicker looking interface taking advantage of newer state of the art technologies where accessibility is still catching up. Oh well, only time will tell!
