Why? It should be possible to embed the SVG with the PNG as fallback. 
And in view of making the books accessible (in particular for people 
with low vision who need a large fontsize) SVG is the way to go 
(probably followed closely by a normal HTML table although for people 
with no vision a table might not be the best way to present the CRs). A 
PNG really should be the last resort although I have a hard time to 
find a use case were neither the SVG nor the HTML table is the better 
alternative.
