I was trying to avoid having two charts and yet retain the basic
configuration from the books (i.e. combat ratio across the top and
random number along the sides). This led to the rather small chart. I
could easily make one chart that's more legible if it had the random
numbers along the top and bottom. This would require either changing
the text in the books or adding an explanation somewhere.

I thought about this. The best option that I'm aware of to create SVG
is Inkscape. Any other suggestions?
