a.tagging is the best, simple solution. When someone can take 15 minutes
to type mail, just typing five extra characters [TAM] is not difficult.
Consistently refusing to do so appears fanatic.

As you said translation cannot be done in all cases but yes, tagging can be
done and is a very good solution. Non native speakers can filter them out.
Tamils also can do that if their ethics permit it. coordinator, please reply
with a consistent tag to be followed: [TAM] or [TAMIL] ?
I wish all stick to guidelines as set by co-ordinator.
I too hope so. All the same I request the coordinator to increase the mail
size limit because as Amachu said posting elsewhere and linking will break
the flow of conversation[replies and quoting are difficult then].
